It's because we don't punish them if they fumble it out of bounds anywhere else on the field (other than out their own endzone, which is a safety and equivalent to stepping out of bounds at that same spot).
So, you'd rather it be a safety instead of a touchback? I'd love that. Touchback is just a change of possession for a massive mistake. A safety is 2 points for the defense and then a kickoff to double reward the defense.
I think if it should be a touchback (which I'd rather have at the opposite end zone than a safety, which is reserved for your own end zone), any fumble out of bounds should be the defense's ball as well. Not sure I prefer one or the other, the rules just feel somewhat inconsistent right now.
